    How to deal with valid email from lists or mass mailings

    A significant amount of the e-mail we receive is generated using address lists or is sent from a source that sends out large quantities of e-mail to either subscriber lists or customer lists.  I am trying to figure out the best way to handle these e-mails so they are not flagged as [SPAM], [BULK], or [SUSPECT].  Examples of these e-mails include billing e-mails (utility companies, cell phone service providers, internet service providers), and newsletter subscriptions (various government agencies, technology news updates, etc.).  Since there is no practical way to know which sites, IP addresses, or e-mail addresses to white list, and since the white list data would be constantly changing , what is the best way to deal with e-mail of these types so that it doesn’t get blocked?  At present, I have Exclaimer set to End User mode, but I would really like to be able to change that to Deployed mode at some point in order to block a large percentage of the spam.  I know that I can set the [BULK] and [SUSPECT] categories to be Marked instead of Rejected, but that will also let some additional spam through.  Any additional ideas on how to handle this would be appreciated.  I don’t mind adding some items to the white list, but I don’t want white list maintenance to become a full-time job either.
